TRA amends executive regulation of Postal Services Law

Muscat: The Regulatory Authority (TRA) has issued a decision to amend the executive regulation of the Law Regulating Postal Services.

The step fits with the rapid developments taking place in the postal services sector, which witnessed major updates, including the introduction of e-commerce technologies aimed at upgrading the quality of services provided to beneficiaries.

The draft regulation includes a new classification of licences and the re-definition of each category, depending on the geographical scope of the services offered to clients. It also reschedules fees for each category of the licence, including renewal fees.

The draft regulation sets the terms, conditions and obligations of parties interested in obtaining necessary licences for providing postal services.

The regulation dedicates a special chapter to the quality of postal services. This includes timeframes for handling beneficiaries’ complaints, ensuring that each beneficiary receives an invoice for a specific service in line with a form approved by the TRA.

In particular, the draft regulation addresses the means of dealing with challenges and resolving disputes that might arise between the parties of the service.

The overall objective is to establish a flexible regulatory environment that keeps pace with modern developments, protect the interests of beneficiaries, empower small and medium enterprises (SMEs), promote local entrepreneurship and encourage competition.

The regulation serves the beneficiaries of postal services and providers of postal services and related services.
