Agreement signed for development, management, operation of Dhalkut Port

Muscat: The Ministry of Transport, Communications and Information Technology signed a landmark framework agreement with Abu Sultan Enterprises for the development, management and operation of Dhalkut Port in the Dhofar Governorate. This three-year strategic partnership marks a significant step in enhancing Oman's maritime and logistics infrastructure.

The agreement aligns with the strategic goals of Oman Vision 2040 and the National Logistics Strategy 2040, reinforcing Oman's position as a premier regional logistics hub and stimulating economic activity.

Eng. Khamis bin Mohammed Al Shammakhi, Undersecretary of the Ministry for Transport, signed the agreement whilst Abdulaziz bin Salim Al Rawahi, Chairman of the Board of Directors of Abu Sultan Enterprises, signed for the private sector entity.

Under the terms of the agreement, Abu Sultan Enterprises is authorized to commence the development of a comprehensive financial and commercial model for the port's upgrade. This work will involve identifying optimal operational and commercial practices to ensure long-term project viability and maximize efficiency. The company is also tasked with formulating a future strategic vision for the port, designed to significantly expand its operational capacity and broaden its logistics and commercial service offerings.

The Undersecretary for Transport emphasized that this framework agreement is a core component of the Ministry’s strategy to develop medium and small-sized ports, ensuring they integrate seamlessly with Oman's network of major ports. He noted that the developer will assume control of the port within six months to conduct essential maintenance and initiate preliminary operations. The three-year framework period will be dedicated to crafting and implementing a detailed, long-term commercial operational plan.

Through this pivotal project, the Ministry aims to dramatically increase the port's efficiency, thereby contributing to national economic growth, fostering greater public-private sector collaboration and implementing advanced economic models to deliver enduring value to both the maritime sector and the broader Omani economy.
