Muscat: The Ministry of Labour issued a decision to endorse a system for measuring the adequacy of job performance, which is based on a unified methodology for evaluating the performance of employees in units of the State’s Administrative Apparatus of the civil state and other public legal persons.

Mohammed Mubarak Al Kalbani, Assistant Director General for Legal Studies and Assistant Project Manager for the Ejada System, said that the system for measuring the adequacy of job performance will be effective from the day following its date of publishing in the Official Gazette.

He told ONA that the provisions of this system apply to all employees of the units of the State’s Administrative Apparatus and other public legal persons who are in service for a period of more than 6 months.

He pointed out that the aim of applying the system is to govern the process of evaluating employees’ performance according to a unified legislative framework for all employees of government units and other public legal persons.

Al Kalbani added that the assessment of the adequacy of job performance will be measured by evaluating the employee’s performance based on his/her career plan, which the employees prepare at the beginning of each performance cycle, in coordination with their immediate supervisor.

Regarding the difference between the job performance adequacy measurement system and the individual performance measurement system “Ejada”, he explained that “Ejada” is a system for human capital governance in a bid to build a culture of proficiency in job performance, improve performance evaluation systems, and linking productivity with incentives.

Legislative framework

As for the performance adequacy measurement system, it is the legislative framework for the proper implementation of the system and ensuring the sustainability of its implementation to guarantee fair and equitable evaluation for all employees.

He pointed out that performance will be reviewed at the end of the year to ensure just and fair evaluation of the results of the performance adequacy assessment.

The system for measuring the adequacy of job performance includes 18 items distributed on a number of topics. The employee may file a grievance on the assessment of the adequacy of job performance according to the job systems applicable to the unit in which the employee works.

The adequacy of the employee’s performance is estimated as per one of the specified ranks (excellent/efficient with a degree from 90 percent to 100 percent) or (very good/above average with a degree from 80 percent to less than 90 percent) or (good with a degree from 70 percent to less than 80 percent) or (fair/medium/satisfactory with a degree from 55 percent to less than 70 percent) or (weak/unsatisfactory with a degree of less than 55 percent).
