
Doha: The Sultanate of Oman, represented by the State Financial and Administrative Audit Authority, is participating in the 11th Session of the Conference of the States Parties to the United Nations Convention against Corruption, hosted by the Administrative Control and Transparency Authority in Qatar. The session is held during the period from 15 to 19 December 2025.
The Omani delegation is headed by Sheikh Ghuson bin Hilal Al Alawi, Chairman of the State Financial and Administrative Audit Authority, accompanied by a number of officials and specialists from the Authority. The conference will see broad international participation from the heads of anti-corruption agencies and bodies, international organizations, international community institutions, universities, professional institutions and researchers.
The conference is one of the most important events dedicated to combating corruption and promoting integrity at the international level, bringing together all 192 signatory states to the United Nations Convention against Corruption.
Sheikh Ghuson bin Hilal Al Alawi, Chairman of the State Financial and Administrative Audit Authority delivered the Sultanate of Oman’s statement at the conference, affirming the Sultanate of Oman's keenness to actively participate with the international community in the areas of promoting integrity and combating corruption. This is based on Oman’s firm belief in the importance of exchanging experiences and knowledge among States Parties to promote the values of integrity and support the achievement of sustainable development for peoples.
He further noted that this participation is a practical reflection of the future vision “Oman Vision 2040” launched by His Majesty Sultan Haitham bin Tarik, which includes strategic programs and initiatives aimed at strengthening effective oversight mechanisms, establishing principles of accountability, and improving the efficiency in the use of public fund, thereby adding value to the national economy, enhancing the efficiency of government performance, and raising levels of integrity.
The Chairman further affirmed that since its accession to the United Nations Convention against Corruption in 2013, the Sultanate of Oman has been keen to achieve the objectives of the Convention by strengthening measures to prevent and combat corruption and establishing the principles of integrity and accountability in the management of public fund.
As a culmination of these efforts, the Sultanate of Oman launched the National Integrity Promotion Plan 2022-2030, which was prepared based on international best practices. The Plan aims to unify the efforts of the government, the private sector and civil society through key areas that include legislative development, institutional integration, societal awareness and international cooperation, with a clear definition of the roles and responsibilities of each party.
At the conclusion of the statement, the Chairman of the Authority highlighted the Sultanate of Oman's commitment to supporting international efforts aimed at promoting integrity, combating corruption and mitigating its effects.
The conference program included a number of items, most notably a review of the report on the implementation of the United Nations Convention against Corruption, as well as a discussion of the mechanism for reviewing the implementation of the Convention.
The first cycle included a review of the implementation of Chapter III (Criminalization and Law Enforcement) and Chapter IV (International Cooperation) of the Convention. The second review cycle included the implementation of Chapter II (Preventive Measures) and Chapter V (Asset Recovery) of the Convention, as well as a review of the results of the Special Session of the General Assembly on the challenges and measures to prevent and combat corruption and enhance international cooperation. Additionally, the conference addressed the Secretariat's memorandum on the activities of meetings of government experts in the field of strengthening international cooperation within the framework of the UN Convention.
On the sidelines of the conference, the Omani delegation will present a working paper titled “The National Integrity Promotion Plan in the Sultanate of Oman and its Impact on Achieving Integrity and Combating Corruption” as part of the joint side event for agencies responsible for protecting integrity and combating corruption, which will be held on Thursday, 18 December.
