
Muscat: The Youth and Human Resources Committee of the Shura Council hosted on Monday morning Nasr Khamis Al-Sowaei, the Public Prosecutor, along with a number of specialists from the Public Prosecution, to discuss a range of issues related to crimes associated with the Labour Law and labour disputes.
The meeting was held at the committee’s request and in light of topics highlighted by the Public Prosecution during its media conference earlier this year, with the aim of reviewing key developments and strengthening integration in addressing such cases.
Younis Ali Al-Mandhari, Head of the Committee, welcomed the Public Prosecutor, underscoring the importance of the meeting in supporting cooperation among relevant entities and enhancing efforts to achieve justice and protect the rights of both workers and employers in line with labor market developments.
He noted that the meeting serves as a constructive platform for exchanging views and expertise, reviewing the practices adopted by the Public Prosecution in handling labor cases, and formulating practical recommendations to help develop relevant legislation and procedures in the Sultanate of Oman.
Following this, the Public Prosecutor gave a visual presentation to committee members, outlining statistics on labour-related cases received by the Public Prosecution from 2020 to 2025.
The presentation included key indicators and trends observed during this period, as well as the geographical distribution of cases across Oman’s governorates, influencing factors, case handling mechanisms, the most frequent offences and their causes, in addition to the lifecycle of cases and the procedures followed at various stages.
The discussions then took place, during which committee members addressed the most recurring labour-related crimes and the measures taken to address them, as well as the effectiveness of current mechanisms in reducing such cases.
The discussions also covered procedures for handling these cases from referral to the competent authorities through to adjudication, highlighting the role of relevant entities particularly the Ministry of Labour in settling disputes before they reach litigation stages.
The discussions further examined the Public Prosecution’s legal perspective on the extent to which such cases comply with labour market regulations, the challenges faced in their practical implementation, and successful international experiences in this field, along with the possibility of benefiting from them to develop the national system in a way that enhances procedural efficiency and reduces disputes.
Participants also reviewed the technical systems used for registering and tracking complaints, referral and litigation mechanisms, and their impact on expediting procedures and reducing inconsistencies in handling cases.
In addition, efforts to strengthen coordination between the Public Prosecution, the Ministry of Labour, and other relevant entities were discussed, with a focus on raising legal awareness and reducing violations before they escalate into judicial disputes, based on the themes outlined in the attached document.
The committee discussed the evaluation report of a discussion session with the Minister of Labour and reviewed a draft report on developing the individual performance measurement system “Ejada,” emphasizing the importance of enhancing government performance efficiency and ensuring fairness in evaluation.
The meeting also addressed several topics referred to the committee, including draft correspondence to governors regarding activating the role of governorates in generating employment opportunities, as well as a letter from the Ministry of Labour concerning international instruments adopted by the International Labour Conference.
