
Muscat; The Bureau of the Shura Council held its meeting to review the plans of the standing committees for the third annual session (2025–2026) of the Tenth Term (2023–2027).
The discussions covered the committees’ legislative roles and proposed initiatives, in line with the Council’s mandates as stipulated in the Law of the Oman Council.
The meeting also reviewed the programme of ministerial statements scheduled for presentation and discussion during the upcoming Council sessions, to be held on November 9 and 10.
The Bureau reviewed a number of ministerial responses to follow- up tools submitted by the Council members.
Among these was the Council of Ministers’ response to the proposal on developing mechanisms to maximise the economic impact of scientific research and innovation in the Sultanate of Oman.
The Bureau also discussed the Cabinet’s reply regarding the proposal to develop and assess the economic returns of World Heritage sites.
The government affirmed its continued commitment to preserving Oman’s cultural heritage, especially sites listed on the World Heritage List, through a range of initiatives and programmes that enhance sustainability and enrich Oman’s cultural legacy.
The meeting further reviewed the Cabinet’s response to the proposal calling on the Ministry of Information to adopt an initiative for the development of personal communication channels and to enhance media performance to better serve the community.
The response highlighted the government’s commitment to regulating social media platforms and guiding their operation through initiatives that ensure a balance between freedom of expression and responsible participation that safeguards national security and individual rights.
This effort was reflected in the recently issued Executive Regulations of the Media Law, which included a full chapter outlining the rules and requirements for conducting media activities via social media platforms.
The Bureau also reviewed the Minister of Labour’s responses to two requests for clarification: one concerning the decision to allow employee transfer without the employer’s consent, and another regarding the delay in issuing certain regulations related to labour market organization.
The meeting considered several new requests for clarification, including one submitted to the Minister of Education regarding observations from supervisory reports on teachers’ use of student assessment tools and updates to the educational evaluation system.
Another request concerned the implementation of the unified academic salary scale for faculty members at vocational colleges.
During the meeting, the Bureau also reviewed the report of the Youth and Human Resources Committee regarding the proposal to increase the financial allocations for the Ministry of Culture, Sports, and Youth, and to enhance support for sports clubs and federations.
The report included the committee’s follow-up actions on the matter and its view on the importance of empowering sports bodies, including federations and clubs.
The meeting was held as part of the sixteenth regular session of the Bureau of the Shura Council for the second annual sitting of the Tenth Term (2023–2027), chaired by Khalid Hilal Al Maawali, Chairman of the Council, in the presence of Their Excellencies the Bureau members, heads of the standing committees, and Ahmed Mohammed Al-Nadabi, Secretary-General of the Council.
